The Southwest Texas Regional Advisory Council (STRAC) casts a wide net in search of talented vendors, seeking qualified suppliers from all segments of the community it serves.

STRAC has contracts with vendors to purchase goods and services as necessary to ensure the highest level of patient care throughout the Texas Trauma Service Area – P while reducing death and disability related to acute illness, injury, and disaster. The Southwest Texas Regional Advisory Council is committed to providing all businesses, including Minority, Woman-Owned Business Enterprises (MWBEs) and Historically Underutilized Businesses (HUBs), an equal opportunity to compete for STRAC procurements. 53' Dry Cargo Van Trailer

The Southwest Texas Regional Advisory Council seeks to purchase one 53’ dry van cargo trailer capable of transporting these resources across the State. STRAC invites qualified businesses / vendors to submit Proposals for the acquisition of this vehicle.

This Request for Proposal (RFP) includes the conditions covering proposal submission, proposal requirements, time line of events, submission procedures and selection criteria for award.

The Agency has fixed pricing budgets and all pricing proposed should remain fixed for the duration of the purchase. The agency aims to purchase durable, cost effective, fuel efficient vehicles at best value. Our goal is to employ best practices and cost effectiveness.

  1. Is there a particular type of construction you need; example, composite plate walls vs aluminum sheet & post?
    Answer We are looking for a robust construction type that is able to withstand weathering.
  2. Is there a particular interior liner you want; example plywood vs. composite material or plastic?
    Answer Composite or plastic. Whichever would extend the life of the trailer.
  3. Exactly how many lights do you need inside the trailer and where you want the switch to be. Normally 2-3 lights and a nose mounted switch with a 40 min timer would work.
    Answer Enough to provide adequate lighting throughout the trailer
  4. You ask for a 3,000lbs tuck away liftgate; what size platform do you want?
    Answer Largest tuckaway platform that you can provide. Needs to at least fit a pallet.
  5. Where do you want your 3 rows of e-track located?
    Answer 24”, 36”, and 48”
  6. Do you want your track only on the side walls or do you need it on the front wall as well?
    Answer Side walls only
  7. Measurements are normally provided from the floor to the center of each row of track. Will you accept f-track since it will accept “E” and “F” style straps and load bars?
    Answer E-track



Gooseneck Trailer

Hospital Based PPE Coverall closed

The Southwest Texas Regional Advisory Council seeks to purchase personal protective equipment / garments that meet the specifications for the “Hospital Ensemble” as developed by the EMTF IDRU Advisory Committee. This ensemble will be utilized by the Infectious Disease Response Unit (IDRU) teams for the treatment and transport of patients with high consequence infectious disease.


Powered Air Purifying Respirator closed

The Southwest Texas Regional Advisory Council seeks to purchase powered air purifying respirators (PAPRs) for employment by the Infectious Disease Response Unit (IDRU) teams. STRAC invites qualified businesses / vendors to submit Proposals for the acquisition of this equipment. STRAC and the EMTF IDRU Program convened an advisory committee comprised of subject matter experts from hospitals, EMS providers and physicians from across Texas and across the nation to develop standards for team composition, equipment/supplies and response operations to assist with clinical management of patients with high consequence infectious disease. This advisory committee meeting resulted in detailed specifications for personal protective equipment ensembles, which include powered air purifying respirators.
